NZ Clean Car Standard: A Failing Compromise

This paper provides evidence-based insights on the current status of the New Zealand Clean Car Standard policy, CCS, and effect on our Light Vehicle Fleet. CCS was enacted in Feb 2022 as an amendment to the Land Transport Act, LTA; & implemented 1 January 2023 as targets for New & Used imports.
(Not Heavy, Trucks, Buses, or M/cycles - yet !? ).
CCS regulates importer sourcing, as compliance to earn carbon credits, or as net penalties to comply by payment & offsets, on CO2 emissions at fleet-entry compliance into New Zealand's Light Vehicle fleet of 4.3million passenger and LCV commercials, (cars, SUVs, 4x4, vans, utes, trucks).
